And to be clear, he did not create
any samples, he just found samples that were clearly NOT
copyrighted from his extensive personal collection.
How did he reach the conclusion that they not copyrighted? I am
skeptical of that conclusion, because it is very unlikely, a priori;
meanwhile, it is easy for non-lawyers to make a mistake in reaching
this conclusion.

Mentioning one person is not very complex.
then we would probably opt for
a Public Domain non-license and avoid any further "problems" dealing
with such legalities.
Putting something in the public domain is not so easy. I suggest that
you get the legal advice first, and then see whether you have a real
problem here.
But first there is the issue of whether these samples are really
non-copyrighted. Or who are really the copyright holders.
Whatever license you use, they are the ones who have to agree.
