Don't let the license issues stop you because the samples
are, at least, free for personal use. We just hope that
by the time you can distribute them that the license issues
are sorted out and you can just simply add whichever license
is appropriate.

That could be a lot of work. Perhaps just "best" quality,
no matter what the size, and "smallest in size" minimum
quality.

Yes, layers are possible. I've seen mention of up to 12
layers. I only hope the meaning of layers is what I think
it should mean, and that is for various volume levels
in parallel.

I found the latest Creative v2.04 (24bit) spec and a bunch
of other stuff and uploaded it all to...

the 2 piano soundfonts are definitely layered so they could
provide an example of how to create layers.
