[Freepats] Copyright transfer to the FSF

Neither started nor completed. It seems the procedure is rather
strict and at the mercy of other people at the FSF having to make
a decision... meaning we are still left in limbo until someone
makes that decision. A potential problem was that this project
is not strictly "software" so it may not even be appropriate to
go down this track with the FSF.

If anyone feels it's worth the effort to follow through then by
all means feel free to.
